  17. <p>     When the going gets tough, the tough...well, go along.
  18. After denouncing the United Nations for decades, North Korea's
  19. xenophobic Communist government announced last week that it
  20. would apply for full membership in the organization--right
  21. behind South Korea. "As the South Korean authorities insist on
  22. their unilateral U.N. membership," the North Korean Foreign
  23. Ministry declared indignantly, "if we leave this alone,
  24. important issues related to the interest of the entire Korean
  25. nation will be dealt with in a biased manner on the U.N.
  26. rostrum."
  27. </p>
  28. <p>     Pyongyang's decision to join the U.N. is a glaring
  29. admission that its isolationist policy has been checkmated by
  30. Seoul's smooth cultivation of North Korea's main patrons, Moscow
  31. and Beijing. Anxious to extend burgeoning economic ties with
  32. capitalist--and prosperous--South Korea, neither the Soviet
  33. Union nor China is eager to oppose South Korea's application for
  34. U.N. membership, leaving North Korea little choice but to seek
  35. a seat as well.
